The Chief Executive, Mr John Lee, today (Sept. 16) announced Hong Kong's first five-year plan. This major initiative by the HKSAR Government aims to uphold and strengthen the executive-led system and improve governance effectiveness. It is also a planning necessity to proactively align with the national development strategy and better integrate into and serve the overall national development. It is also a programme of action to build social consensus, unite forces from all sectors, and drive Hong Kong from stability to prosperity and achieve high-quality development.
Mr Lee said that we will open up space for youth development. We will develop diversified platforms for exchange and practical experience to broaden the horizons of young people. Building on the Youth Development Blueprint, we will step up our focus on young people's education, employment, entrepreneurship, and home ownership. We will help young people resolve practical difficulties and create a broader platform and more opportunities for their growth and development, nurturing a new generation of young people with an affection for our country and Hong Kong, a global perspective, an aspiring mind-set, and positive thinking. We will make full use of the resources in the Mainland to organise diversified and in-depth youth exchange activities in the Mainland, passing on the spirit of loving our country and Hong Kong. We will support young people in better grasping the opportunities brought by national development, with a focus on nurturing talent who can serve the needs of our country and give play to Hong Kong's strengths. We will build the "Youth Development Summit" into a brand event, activate international exchange and co-operation among young people, and leverage the power of youth to tell good stories of the Chinese mainland and Hong Kong.
We will cultivate fertile ground for development so that young people can fully realise their potential. We will expand the youth talent training schemes to more industry sectors and target more key areas within the national and Hong Kong development plans, with a focus on nurturing outstanding young talent. Through various youth schemes and activities, we will comprehensively enhance young people's diverse talents and provide more opportunities for exploration, including participation in public affairs, science, arts, and sports exchange, etc., inspiring young people's potential and strengthening the role of talent cultivation.
We will support young people in pursuing their dreams. We will strengthen tripartite collaboration among the Government, the business sector, and the community to promote better development for young people. We will provide more internship and exchange opportunities for young people, consolidating and enhancing their competitiveness in both the local and international labour markets. Through internship opportunities, language education, and district-level support, we will enhance the education and employment prospects of ethnic minority youth.
We will help young people start their own businesses. We will transform young people's innovation and creativity into new drivers of economic development, providing support such as capital and incubation services. We will better leverage the one-stop platform role of the Alliance of Hong Kong Youth Innovation and Entrepreneurial Bases in Greater Bay Area to provide all-round support for Hong Kong young people's entrepreneurship.
We will strengthen support for youth employment. We will optimise youth employment support services, monitor the impact of technological application on the youth employment market, and assist young people (especially new graduates) in obtaining on-the-job training opportunities and work experience, thereby enhancing their employment competitiveness.
