The Chief Executive, Mr John Lee, today (Sept. 16) announced Hong Kong's first five-year plan. This major initiative by the HKSAR Government aims to uphold and strengthen the executive-led system and improve governance effectiveness. It is also a planning necessity to proactively align with the national development strategy and better integrate into and serve the overall national development. It is also a programme of action to build social consensus, unite forces from all sectors, and drive Hong Kong from stability to prosperity and achieve high-quality development. (DDN)

The Chief Executive, Mr John Lee, today (Sept. 16) announced Hong Kong's first five-year plan. This major initiative by the HKSAR Government aims to uphold and strengthen the executive-led system and improve governance effectiveness. It is also a planning necessity to proactively align with the national development strategy and better integrate into and serve the overall national development. It is also a programme of action to build social consensus, unite forces from all sectors, and drive Hong Kong from stability to prosperity and achieve high-quality development.

Mr Lee said that to ensure Hong Kong's long-term prosperity and stability, it is necessary to fully leverage Hong Kong's existing advantages while accelerating development and enhancing new quality productive forces. Consolidating and enhancing Hong Kong's status as international financial, maritime, and trade centres, building Hong Kong into an international I&T centre and an international hub for high-calibre talent will further enhance Hong Kong's competitiveness. Going full steam ahead with the development of the "Four Centres and One Hub" will help drive Hong Kong's sustained economic development, release development dividends that improve people's livelihood, and continuously enhance the well-being of the people. At the same time, deepening the development of the centre for international legal and dispute resolution services, the regional centre for intellectual property trade, and the East meets West centre for international cultural exchange will provide strong support for the development of the "Four Centres and One Hub", help promote scientific research, innovation and industrial development, and fully leverage Hong Kong's unique advantages of connecting the Mainland and the world under "one country, two systems" and its status as an international city, further enhancing its international competitive advantages.
