Hong Kong's first five-year plan and the 2026 Policy Address will be announced today (Sept. 16) at 11am. At nearly 11am, John Lee and several officials appeared wearing ties or scarves designed by students and staff of the Technological and Higher Education Institute of Hong Kong (THEi), along with pins also designed by them.

The blue pin bears the words "1-5," representing Hong Kong's first five-year plan. The design concept uses two overlapping squares, symbolising Hong Kong's convergence of resources and diverse talent from all corners of society, comprehensively deepening high-quality development, continuously consolidating and enhancing overall economic strength and competitiveness, and shining on the international stage. The tie and scarf designs draw inspiration from the technological development of the Northern Metropolis, symbolising Hong Kong's role in leading the creation of a new landscape for international innovation and technology. With a forward-looking educational layout, it attracts global elite talent to jointly build Hong Kong's unique international talent hub. The crisscrossing technological patterns on the tie symbolise both internal and external connectivity and mutual interconnection, driving deep synergy between talent, education, and industry, and powering an ever-renewing engine of wisdom.
