Although DotDotNews reporters arrived at the footbridge outside the government headquarters at 6:50 am, they still failed to secure the "first scoop." According to the first journalist in line, they took the first MTR train of the day and arrived at 6:24 am. By 7:30 am, security began arranging for journalists to enter. By 7:45 am, around 40 reporters had arrived.
