During a visit to Laos, the HK delegation met with officials from the Chinese Embassy in Laos and the Chinese Consulate General in Luang Prabang, as well as representatives from Laos’ Ministry of Justice and the local business community, to explore how Hong Kong’s cross-border legal and professional services can support deeper bilateral legal cooperation.
They also examined the strategic role of the China–Laos Railway, which is increasingly viewed as a land-based logistics alternative amid global energy and shipping uncertainties linked to Middle East conflicts. With onward connections to China’s rail network and the proposed China–Laos–Thailand railway, the corridor could extend into wider Eurasian routes—including links to the Chongqing–Xinjiang–Europe Railway Express and northbound networks—offering an option that reduces reliance on the Strait of Malacca.
Against this backdrop, Laos has been strengthening its foreign investment regime and business environment, broadly distinguishing between general activities that require company registration and regulated sectors that require specific licences. As a gateway to Southeast Asia, Laos could deepen complementary cooperation with Hong Kong: leveraging Hong Kong’s common law foundation and experience in cross-border finance, compliance and dispute resolution. The International Organization for Mediation established in Hong Kong is also positioned as a potential platform for resolving commercial disputes.
