According to a report by CBS News, New York City Mayor Mamdani personally visited Hollis, Queens, one of the hardest-hit areas, on May 21 local time. He expressed helplessness, stating that the city's current sewer drainage system is designed to handle a maximum of only 50 millimeters of rainfall per hour, yet the intense rainfall rate on the evening of the 20th far exceeded the system's capacity.
Queens Borough President Donovan Richards said that the real solution is to elevate low-lying roads, but this project is extremely complex because if the roads are raised, the residential homes on both sides must also be raised accordingly.
The New York City government has emphasized that it has invested millions of dollars in a ten-year "Cloudburst" program to create facilities that can temporarily absorb and store large amounts of rainwater.
