Xia Baolong, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, attended the Opening Ceremony cum Seminar of the National Security Education Day this morning (April 15) via video and delivered a speech.
Xia Baolong pointed out that to safeguard Hong Kong's transition from stability to prosperity with high-level security, it is necessary to seize strategic opportunities amid the once-in-a-century transformation and proactively align with the national 15th Five-Year Plan to accelerate Hong Kong's high-quality development. At present, changes in the world, changes in the era, and changes in history are unfolding in ways never seen before. Looking at the world amid turbulent and unstable situations, China has become a major stabilizer and driver of world economic growth. The national 15th Five-Year Plan has drawn a blueprint for China's future development and also provided a list of opportunities to the world.
Xia Baolong stated that national strategic support and the accelerated integration of the Guangdong-Hong Kong-Macao Greater Bay Area have provided Hong Kong with significant opportunities and opened up new spaces for development. Hong Kong has the distinctive advantages of enjoying strong support of the Motherland and being closely connected to the world, offers a safe, stable, and predictable investment environment to the international community. Hong Kong is a "safe harbor," and the "safe harbor" is also a "harbor for development." Security has become an advantage for Hong Kong's development. On the new journey of the 15th Five-Year Plan, Hong Kong must go with the times, proactively understand changes, respond to changes, and seek changes, opening up new prospects amid transformations, using Hong Kong's strengths to serve the country's needs, and accelerating Hong Kong's transition from stability to prosperity. Efforts should focus on strengthening planning guidance. It is very meaningful that the SAR government, in proactively aligning with the national 15th Five-Year Plan, will formulate its first five-year plan. The plan should be scientific and forward-looking, highlight the Northern Metropolis as a key area, take education and technology as engines, promote industry-university-research collaboration and the integrated development of education, technology, and talent, emphasize project support, and actively cultivate new platforms and new drivers for development.
Xia Baolong continued that efforts should focus on consolidating and enhancing traditional advantages. Many of Hong Kong's traditional industries are highly competitive globally. Further work should be done to consolidate and enhance them. The role of Hong Kong's status as an international financial center in the development of the national financial system should be better leveraged. The development of Hong Kong as an international shipping hub should be accelerated, and the level of high-end shipping services should be raised. The advantages of Hong Kong's status as an international trade hub should be fully utilized, high-value-added supply chains should be developed more rapidly, and transformation and upgrading toward high-value-added fields should be pursued. Efforts should also focus on promoting technological innovation. Hong Kong is the only city in the world with five universities ranked among the world's top 100, giving it strong technological innovation capabilities. It should strengthen its role as an international hub for higher education and accelerate the construction of an international innovation and technology center. Technological innovation should lead the development of new quality productive forces, and digitalization, networking, and intellectualization should be used to expand new spaces for industrial development.
