The Opening Ceremony cum Seminar of the National Security Education Day was held this morning (April 15) at the Grand Hall of the Hong Kong Convention and Exhibition Centre. Xia Baolong, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, attended the opening ceremony via video and delivered a speech.

Xia Baolong pointed out that to safeguard Hong Kong's transition from stability to prosperity with high-level security, it is necessary to deeply understand the internal logic of Hong Kong's journey from chaos to stability and then to prosperity, and to cherish the hard-won favorable situation all the more.

Since the establishment of the HKSAR, the practice has proven that security is the cornerstone of Hong Kong's prosperity and stability, indispensable even for a moment. This principle should be even more deeply understood by everyone who has experienced Hong Kong's transition from chaos to stability. During the Anti-Extradition Law Amendment Bill Movement, "Hong Kong independence" elements ran rampant, violent acts by radical protesters were rampant, and "filibustering" was widespread. The entire Hong Kong was devastated to the point of being unrecognizable, and ordinary Hong Kong citizens could not even guarantee their basic personal safety. Many citizens still have lingering fears about that scene—a profound lesson that must not be forgotten, Xia said.

Xia Baolong emphasized that Hong Kong's journey from chaos to stability and then to prosperity profoundly demonstrates that development can only be achieved with security; without security, nothing else can be discussed. Only by holding the bottom line of security can we achieve development and win the future. The current situation in Hong Kong has been hard-won. He hopes that everyone will continuously enhance their awareness of safeguarding national security, continue to strengthen the barrier for national security, and work together to maintain, consolidate, and develop the good situation in Hong Kong.
