The Opening Ceremony cum Seminar of the National Security Education Day was held this morning (April 15) at the Grand Hall of the New Wing of the Hong Kong Convention and Exhibition Centre. Xia Baolong, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, attended the opening ceremony via video and delivered a speech.
Xia Baolong stated that to safeguard Hong Kong's transition from stability to prosperity with high-level security, it is necessary to clearly recognize that security is not a one-time effort. He said that we must remain vigilant at all times against various risks and hidden dangers that could affect Hong Kong's prosperity and stability. Security is a dynamic and evolving process; security at one moment does not mean security forever, and security in the present does not guarantee security in the future. The State Council Information Office released the White Paper titled "Hong Kong: Safeguarding China's National Security on February 10 this year, comprehensively reviewing the practical journey of Hong Kong in safeguarding national security and deeply analyzing the situation and tasks of safeguarding national security in Hong Kong. This serves as a reminder for everyone to be vigilant in times of peace.
Xia Baolong pointed out that after the Tai Po fire, some individuals with ulterior motives politicized the disaster and attempted to use it to create chaos in Hong Kong. This once again tells us that on the path of Hong Kong's transition from stability to prosperity, there will still be various risks and challenges. He said that we must strengthen our bottom-line thinking and remain highly vigilant at all times. Anti-China, destabilizing elements in Hong Kong are still scheming and waiting for opportunities to strike back. Xia stated will never allow them to destabilize Hong Kong again after its peace and order have been restored.
Xia Baolong emphasized that everyone must remain vigilant against the risk of intervention by external forces. Their scheme of using Hong Kong to contain China will not change. They brazenly smear Hong Kong, attack "One Country, Two Systems," and continuously talk down to Hong Kong. All such acts must be resolutely countered. He also stressed vigilance against risks arising from geopolitics. Geopolitical conflicts are frequent and sudden in today's world, and they may have certain impacts on Hong Kong. Adequate preparations must be made to respond, and Hong Kong's interests and the interests of its compatriots must be firmly safeguarded. The motherland will always be Hong Kong's strong backing. He also called for vigilance against risks in the public security domain, strengthening prevention against various risks such as natural disasters, accidents, cyberattacks, and terrorist attacks, improving the social governance system, weaving a dense and three-dimensional public safety net, and continuously enhancing the sense of gain, happiness, and security of the vast number of Hong Kong citizens.
