Over 3,000 applications for Southbound Travel for Guangdong Vehicles: Mable Chan aims to expand to more cities

The Secretary for Transport and Logistics, Mable Chan, stated today (Jan. 21) on a radio program that since the implementation of measures (Southbound Travel for Guangdong Vehicles) allowing Guangdong vehicles to enter urban areas, the Transport Department has received and processed 3,000 applications, with 1,700 already reserved for entry into Hong Kong. More than half of the drivers from Guangdong indicated they would stay in Hong Kong for one to two nights.

Chan mentioned that the Chinese New Year period includes a nine-day holiday in Chinese mainland, and the number of Guangdong vehicles applying to enter Hong Kong has met expectations. Out of those, 600 have made reservations and are traveling, especially on weekends and Sundays, with usage nearing the daily quota of 100. On weekdays, the number of Guangdong vehicles entering urban areas tends to be higher when there are sports events or exhibitions in Hong Kong.

When asked if there would be adjustments to the quota for Southbound Travel for Guangdong Vehicles, Chan said they would closely monitor daily conditions and aim to effectively manage the current daily quota of 100 vehicles and the dispersal measures in place. Regarding the possibility of allowing Guangdong vehicles to enter through other checkpoints like the Shenzhen Bay Port, Chan stated that they would communicate carefully and closely with Guangdong Province to work towards increasing the number of suitable cities for entry.

As for whether any Guangdong drivers have violated local laws, Chan remarked that, overall, Guangdong drivers have been compliant and legal. There were a few isolated cases in the first one to two weeks after the initiative launched, and authorities issued warnings to encourage drivers to promptly adjust their vehicles to meet regulations. Some drivers had their application qualifications temporarily suspended, but these cases have been properly handled. She noted that some individuals used autonomous driving systems, and the government is following up on this situation. During the Chinese New Year period, there were no significant accidents or incidents involving Guangdong vehicles.

Additionally, the use of tinted windows by some Guangdong vehicles has raised public concern. Chan stated that while it is important to ensure vehicle safety, there is also a need to keep up with modern standards. The authorities maintain an open attitude and are currently compiling standards from around the world, including the Mainland, with plans to share the review results with the Legislative Council's relevant committees later this year.
