Hong Kong Chief Executive John Lee has revealed that the HKSAR government will introduce a new mechanism to align comprehensively with the country's 15th Five-Year Plan, with HK set to establish its own five-year development framework for the first time.

During a recent media interview, Lee emphasized the importance of strategic planning to synchronize with the country's national blueprint for the next five years and beyond.

Lee pointed out that this year marks the beginning of the 15th Five-Year Plan, and HK must make corresponding arrangements. He added that HK's five-year plan will focus on detailed deployments across key development areas to align with the country's five-year, ten-year, and even longer-term strategic goals.

Lee highlighted that the 15th Five-Year Plan goes beyond economic and financial matters, encompassing broader societal aspects such as education, healthcare, housing, and youth development.

He described the effort as a government-wide mission. "This is the first time HK is undertaking such a plan. I will personally lead the cross-bureau, cross-department task force and listen to opinions from all sectors," he stated.

Looking beyond national alignment, Lee also outlined plans to explore emerging markets. He said the government would prioritize visits to Eastern Europe and Central Asia, seeking untapped business opportunities for HK enterprises.

Reflecting on his 2025 delegation to Kuwait and Qatar, which included over 50 trade representatives from the Mainland and HK, Lee noted that these economic missions have already yielded substantial investment deals.
