On the morning of Jan. 26, the Chinese Association of Hong Kong and Macao Studies held a seminar in Beijing. Xia Baolong, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, attended the seminar and delivered a speech, outlining expectations for the new Legislative Council members. Chief Executive John Lee shared on social media that he participated in the seminar's Hong Kong session.
Lee emphasized that during his report to President Xi Jinping last month, Xi clearly stated the need for the SAR to "uphold and improve executive-led system." Xia Baolong highlighted the importance of fully understanding the significance of this directive for implementing "One Country, Two Systems," ensuring long-term stability and prosperity in Hong Kong and Macao, safeguarding the welfare of their citizens, and promoting good governance. He urged a proactive approach to maintain and strengthen administrative leadership, supporting the Chief Executive and the SAR government in governing according to the law and driving reforms for a better society.
Lee expressed four key insights:
1. An executive-led system is fundamental to the political system designed by the Basic Law, essential for maintaining constitutional order and efficient governance in Hong Kong. It is a necessity for "One Country, Two Systems" and citizen welfare.
2. Practical experience shows that an executive-led system demonstrates the advantages of the "One Country, Two Systems" framework by safeguarding national sovereignty and ensuring long-term stability in the SAR.
3. The SAR government will strengthen local governance responsibility, while stakeholders from various sectors must also enhance and support the executive-led system. Past lessons show the importance of maintaining this leadership for the benefit of Hong Kong.
4. The new Legislative Council has a vital role in supporting and monitoring the government's governance efforts. Lee expressed hope that the Council will uphold a patriotic stance and contribute to economic development and community improvement.
Lee added that this year marks the start of the 15th Five-Year Plan and the SAR government's commitment to deepening reforms and enhancing the economy. He will lead his team to implement Xi Jinping's important directive on administrative leadership and expects the community to support and strengthen this leadership.
