The Chinese Association of Hong Kong and Macao Studies held a seminar in Beijing on the morning of January 26. Xia Baolong, Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, attended the seminar and delivered a speech.
Xia Baolong pointed out that upholding and improving administrative leadership is crucial, emphasizing that the Chief Executive and the government of the Special Administrative Regions must strengthen their awareness of being the leaders of Hong Kong and Macao and effectively take on the primary responsibility for governing these regions.
Xia stated that the role of the Chief Executive is vital, and the responsibilities are significant; they must exercise the power granted by law and assume comprehensive leadership responsibility for the Special Administrative Regions, treating this "home" with care.
The Chief Executive and the government of the Special Administrative Regions should implement administrative leadership in all aspects of governance, striving to build an efficient and effective government, he said.
