According to reports from Xinhua News Agency, citing Taiwan's meteorological department on the evening of Sept. 22, the storm circle of Typhoon Ragasa has entered Taitung, Hengchun Peninsula, and Pingtung areas in Taiwan. As of 10 pm on the same day, a total of 4,503 households across Taiwan were without power. Orchid Island and Green Island are experiencing high waves and strong winds, while Hualien and Taitung are facing heavy rainfall. All classes in Taitung County and parts of Kaohsiung and Pingtung will be suspended on Sept. 23.
Taiwan's meteorological department warns that the peripheral circulation of Ragasa continues to affect the eastern, northern, and southern coastal areas of Taiwan, bringing heavy rain. From the evening of Sept. 22 to the morning of Sept. 23, rainfall in Hualien and Taitung could reach 70 to 110 millimeters every three hours, with the potential to exceed extreme rain standards in the next 24 hours. It is estimated that the main island of Taiwan will be free from the storm circle by noon on Sept. 23, with the marine typhoon warning lifted that evening.
Due to the impact of Ragasa, the water level of a landslide lake at the Mataian River in Hualien County rose rapidly, forcing the evacuation of around 1,800 residents from 12 villages in the towns of Guangfu, Malibasi, and Fenglin on Sept. 22. In the mountainous areas of Pingtung, 145 people were evacuated, with incidents of water accumulation and landslides occurring on roads.
According to disaster information released by Taipower, as of 10 pm on Sept. 22, Ragasa has caused power outages for 4,503 households across Taiwan, including 2,400 in Pingtung County and 2,103 in Taitung County; 4,498 households have been restored.
In terms of transportation, China Airlines, Mandarin Airlines, and UNI Air announced the cancellation of some flights on Sept. 23; Taiwan Railways stated that services on the South Link Line and Taitung Line will be suspended until noon on Sept. 23, while other routes will operate normally. The ferry service for the Three Small Links between Kinmen Shuitou and Xiamen Wutong, as well as the Quanzhou Shijing route, will be suspended for the entire day on Sept. 23.
