Passport application fees increased effective today: 32-page passport now HK$430, 48-page version HK$520

The Hong Kong government announced on June 25 an adjustment to some service fees charged by the Immigration Department, including fees for SAR passports and Re-entry Permits. The new fees took effect on Sept. 8.

Under the new fee structure, the application cost for a 48-page SAR passport (10-year validity) has increased to HKD 520, while the 32-page version now costs HK$430. Additionally, the fee for amending a passport to change personal details or photos has risen from HK$84 to HK$110.

Apart from SAR passports, fees for Re-entry Permits have also been adjusted. The fee for a multiple-journey Re-entry Permit (with or without additional restrictions) has been raised from HK$170 to HK$210, while the single-journey permit now costs HK$70, up from HK$55.

The government stated that the adjustments are based on the principles of "cost recovery" and "user pays," ensuring more efficient operation of the Immigration Department. Documents indicate that the current cost recovery rate ranges from 14% to 94%, which will improve to 19% to 100% after the adjustment. The changes are expected to generate approximately HK$104 million in additional annual revenue. The government emphasized that the increases have been controlled between 3% and 51% to alleviate the burden on citizens.
