MTR service disruption exposes emergency response gaps: CE demands four improvements

During last Thursday's (May 22) evening rush hour, a power supply and signaling system failure caused a five-hour service suspension on the MTR's Tseung Kwan O Line, severely disrupting commuter travel.

Chief Executive John Lee addressed the incident today (May 27) ahead of the Executive Council meeting, expressing concern over three MTR incidents this year, particularly the prolonged disruption on the Tseung Kwan O Line, which he described as "severe." The incident highlighted shortcomings in the MTR Corporation's emergency and contingency response capabilities.

Lee emphasized that the MTR system is Hong Kong's primary public transport, serving over 5 million passengers daily. He urged the rail operator to enhance services, stressing the importance of system maintenance, upgrades, and technological improvements. The Chief Executive outlined four key directives:

  1. Comprehensive System Review: The MTR Corporation must conduct a thorough review of its rail network, improve system management, elevate maintenance standards, equipment renewal, and technology adoption. A regular risk inspection and assessment mechanism should be established.
  2. Enhanced Emergency Response: Strengthen capabilities in incident reporting, information dissemination, and emergency team deployment. This includes mobilizing additional staff, optimizing resource allocation, and upgrading communication equipment during crises.
  3. Improved Contingency Transport Arrangements: Ensure robust alternative transport arrangements during service suspensions, conduct stress tests, and establish an effective real-time information dissemination mechanism tailored to passenger needs.
  4. Strengthened Oversight: The Transport and Logistics Bureau, Transport Department, and Electrical and Mechanical Services Department must closely monitor the MTR's implementation of its five-year plan for facility upgrades, maintenance, technological integration, and workforce development.

Lee reiterated that the government will hold the MTR accountable to ensure timely and effective improvements, safeguarding the reliability of Hong Kong's critical transport infrastructure.
