Starting June 1, the Hong Kong government will raise the eligibility threshold for its Public Transport Fare Subsidy Scheme from HK$400 to HK$500 per month, the Transport Department announced today (May 26). Under the revised scheme, commuters will receive a subsidy equivalent to one-third of their monthly public transport expenses exceeding HK$500, with the maximum subsidy capped at HK$400 per month for each registered Octopus card or AlipayHK account.
The subsidy, which applies to fares for buses, MTR, ferries, trams, and designated green minibuses, can be claimed from the 16th of each month for the previous month's eligible spending. Commuters have three months to claim their subsidies through existing channels, including MTR station kiosks, convenience stores, or online platforms via the Octopus app or AlipayHK.
The adjustment aims to alleviate financial pressure on frequent travelers amid rising living costs, though critics argue the HK$500 threshold may still exclude part-time workers and low-income residents with irregular commutes. Over 3.5 million people currently benefit from the subsidy program, which has provided relief since its 2019 launch. The Transport Department urged residents to check subsidy balances regularly and renew Octopus card registrations if necessary.
Authorities confirmed the subsidy rate and claiming process remain unchanged, with no immediate plans to introduce income-based tiers. The move reflects ongoing efforts to balance fiscal responsibility with public demand for affordable urban mobility.
