After the fire accident at Wang Fuk Court exposed room for long-term improvement in Hong Kong’s building maintenance regime, the SAR government moved swiftly to roll out practical, people-centric sweeping reforms, centered on a stricter Pre-qualification List to regulate the market and fully protect property owners’ interests.
All consultants and contractors on the Pre-qualification List must pass four rigorous assessment dimensions: technical competence, integrity and conduct, financial capability, and proven past performance. Only vetted, qualified firms will be eligible to bid for works under the new building maintenance support scheme, giving property owners full peace of mind when hiring service providers.
When issuing tenders, the Building Maintenance Support and Services Council will set tailored technical and staffing requirements for contractors based on each project’s scale and complexity. The government is firmly on track to finalize the Pre-qualification List by the end of this year, with tendering support for owners launching in the first quarter of next year, to build a fairer, more reliable building maintenance market for all Hong Kong residents.
