The government said on Thursday (Oct. 22) that an independent committee has completed its inquiry into the deadly residential fire at Wang Fuk Court in Hong Kong's Tai Po district and submitted its report to Chief Executive John Lee Ka-chiu.
According to Lee, the committee conducted evidential hearings and other fact-finding work, during which it reviewed a large volume of materials and testimony from witnesses, experts, organizations, and other relevant parties. The committee has compiled a detailed report in line with its terms of reference, providing a comprehensive review of the Wang Fuk Court incident as well as recommendations related to large-scale building maintenance and renovation works.
Lee said the Hong Kong Special Administrative Region government plans comprehensive reforms spanning the supervision of building maintenance works, building management, and regulation of fire service installations. He noted that the 2026 Policy Address, published in September, has already introduced a set of priority reform initiatives and that preparatory work for broader reforms is underway.
The government will study the committee's findings carefully, follow up on its recommendations, and announce plans for the proposed reform package in the near term, Lee said, adding that the administration will also pursue accountability where appropriate.
Lee announced the establishment of the independent committee on Dec 12, 2025, following the fatal fire on Nov 26, 2025. The committee was tasked with reviewing the causes of the incident and related issues, proposing measures to prevent similar events, and submitting a report.
