In a city where land comes at a premium, what Hong Kong people care about most has always been practical: How long is the wait for public housing? When will subdivided flats finally be solved?
Hong Kong's first five-year plan vows to phase out subdivided flats by 2030, and by 2030–31, cut the average public housing waiting time to under four years.
From 2027–28 onward, over 35,000 public housing units will be completed each year, with waiting time targeted at 4.5 years by 2027, cracking down on public housing abuse.
But the plan sets no target for per capita living space.
Chief Executive John Lee admitted that living better, living bigger is a shared long-term goal, yet the priority right now is still quantity and shortening the wait.
The government says it will also reserve more larger units in Northern Metropolis development, answering the desire for more space.
First enough homes, then better homes.
