Chief Executive John Lee announced Hong Kong's first five-year plan today (Sept. 16). He said that Hong Kong plans to green its energy mix while keeping electricity tariffs stable. The government aims to raise the share of zero-carbon energy in electricity generation to about 60% to 70% and stop using coal for daily power generation by 2035.

It will also tighten energy-efficiency standards and promote green retrofits for new and existing buildings. By 2050, it aims to cut commercial building electricity use by 30% to 40% and residential use by 20% to 30% from 2015 levels, with half of those targets met by 2035.

In transport, the city will push ahead with vehicle electrification, new-energy transport, and charging and hydrogen refuelling networks, with a goal of zero vehicle emissions before 2050. Smart and Green Mass Transit Systems will be rolled out progressively in Kai Tak, East Kowloon, HSK and South Island Line (West) from 2027.

On waste, Hong Kong aims to move away from landfill disposal by 2035 and work towards "Zero Landfill". It will expand recycling, waste-to-energy facilities, a digital recycling network and producer responsibility schemes, including for used EV batteries and plastic bottles.

The plan also promotes green technology and hydrogen development, and seeks to build a carbon trading hub. Hong Kong will support the implementation of Article 6 of the Paris Agreement and help develop international carbon credit standards, offering a platform for overseas countries and companies to cooperate on decarbonisation.
