Chief Executive John Lee announced Hong Kong's first five-year plan today (Sept. 16). This is a major move by the SAR government to uphold and improve executive-led governance and enhance governance efficiency. It is also a planning necessity for proactively aligning with national development strategies and better integrating into and serving the overall national development. It also serves as an action agenda for building social consensus, uniting all sectors, and driving Hong Kong from stability to prosperity and achieving high-quality development.

John Lee said Hong Kong's first five-year plan proposes the orderly elimination of substandard subdivided flats. The implementation of the "Basic Housing Units" regime will be taken forward, with the goal of fundamentally resolving the problem of substandard subdivided flats in residential buildings by 2030. Efforts to increase public housing supply will be accelerated and enhanced. From 2026-27 to 2030-31, together with "Light Public Housing," total public housing production will reach around 196,000 units. The "Composite Waiting Time for Public Rental Housing" is expected to fall further to under four years by 2030-31.
