Hong Kong Chief Executive John Lee will tomorrow (Sep. 16) announce the city's first five-year plan and the 2026 Policy Address, with public attention focused on whether the government will extend and introduce more pro-natalist policies. Speaking to reporters ahead of today's (Sep. 15) Executive Council meeting, Lee revealed that the Policy Address will announce a series of pro-natalist policies, and the first five-year plan will also cover related content.

Lee said the new Policy Address will provide further details on the relevant policies, with "a series of announcements," and the first five-year plan, also to be released tomorrow, will set a clear direction for how the Policy Address will implement the policies.

Earlier reports suggested that the HK$20,000 Newborn Baby Bonus, originally due to expire next month, will be extended. The government also plans to introduce a progressive child tax allowance, under which families with more children will receive higher tax relief. In addition, young families purchasing subsidised sale flats may be allowed to pay a smaller down payment.
