Chief Executive John Lee will announce Hong Kong's first Five-Year Plan and the 2026 Policy Address this Wednesday (Sept. 16). Speaking to the media before the Executive Council meeting this morning (Sept. 15), Lee introduced the cover designs: Hong Kong's first Five-Year Plan features a blue cover, representing openness, progress, and stability, while the new Policy Address has a green cover, symbolising policy continuity, as well as vitality and hope.
Lee said the theme of this year's Policy Address centres on long-term planning and reform to open a new chapter — promoting development, creating opportunities, benefiting the people, and looking to the future. It means using the long-term vision of the Five-Year Plan to map out Hong Kong's overall development, drive reform, promote development, create opportunities, and ensure that the dividends of economic growth benefit residents — sharing the fruits of success and embracing the future. Over the past three months, he and his principal officials held more than 100 consultation sessions, engaging directly with the public and visiting communities to hear their views.
Lee noted that to help the public better understand the contents of both documents, the government has produced a two-volume summary set. The summary highlights the key points of both documents, with a cover featuring Victoria Harbour thriving in the morning light — its colours blending those of the two document covers.
