HK Chief Executive John Lee said public feedback gathered recently will be incorporated into Hong Kong's first Five-Year Plan as well as the upcoming Policy Address, which he is set to deliver on September 16.
In a video posted on social media, Lee said he and his team have spent the past more than two months conducting public consultations and visiting communities to collect views from residents. He thanked members of the public for their active participation and said the government will consolidate the feedback and reflect it in both the long-term plan and annual policy measures.
"Citizens' smiles are the greatest motivation for the government's governance," Lee said, adding that the administration aims to promote sustained economic development and continuous improvements to people's livelihoods while working together to create new opportunities for Hong Kong.
Lee explained that the Five-Year Plan and the Policy Address complement each other. The Five-Year Plan will set out longer-term development strategies aimed at improving well-being, while the annual Policy Address will roll out concrete measures in areas such as housing, livelihood, and healthcare.
The video also highlighted several livelihood-related initiatives launched under the current term of government. They include 16 "Community Living Rooms," which have benefited around 9,000 subdivided-flat households with a cumulative nearly 2.2 million service uses. The after-school care program for primary school students provides more than 10,000 service places each academic year, offering supervision and learning support to ease parents' burden.
In support of ethnic minorities, 12 outreach teams have conducted about 10,000 home visits and roughly 1,000 outreach services, reaching around 18,000 ethnic minority households. Meanwhile, the Chronic Disease Co-Care Scheme (CDCC) has attracted more than 260,000 participants since its launch.
Residents featured in the video shared how the services have helped their daily lives. One parent using a community living room in Sham Shui Po said her child—who has special educational needs—improved his communication skills and confidence after joining a drama class. Another parent said after-school care support helped reduce the need to take leave during exam periods and improved the child's academic performance and mood.
An outreach worker from an ethnic minority care team said language barriers and unfamiliarity with government services can make daily life harder for some ethnic minority residents, and that the teams maintain close contact with families while sharing the latest government information and understanding their needs. A participant in the chronic disease program said nursing support and structured classes helped her better manage high blood pressure and develop regular exercise habits, leading to noticeable improvements.
Lee reiterated that the government will continue to uphold a people-centered approach, focusing on livelihood needs and steering Hong Kong forward steadily. He again thanked the public for contributing views during the consultation period and said those views will be incorporated into both the Five-Year Plan and the Policy Address.
