On Sep. 13 local time, the UK's Daily Telegraph reported that leaders of Wales, Northern Ireland, and Scotland will meet in Cardiff on Sep. 14 to sign a Memorandum of Understanding on leaving the UK, pushing forward the process of independence for the three regions.
It is understood that the memorandum will require Wales, Northern Ireland, and Scotland to have the right to hold an independence referendum.
Previously, British Prime Minister Burnham had stated that if there was public support, another Scottish independence referendum might be held.
