As Noul moves into the interior of Guangdong and weakens, the Observatory replaced the signal with the Strong Wind Signal No. 3 at 12:40 pm today (July 26), and expects the No. 3 signal to remain in effect for some time. Civil Aid Service (CAS) personnel have continued their duties in high-risk areas across Hong Kong, undeterred by the wind and rain. CAS members have been deployed to handle multiple tree collapse incidents to ensure clear roads, while also advising members of the public to stay away from the shoreline and refrain from watching the waves.
The CAS reminded that although Noul is gradually moving away, strong winds and heavy rain persist. The public is urged to remain vigilant, stay away from dangerous locations such as shorelines, low-lying areas, and hillsides, and exercise extra caution when passing by slopes or large trees.
