Participants of LegCo National Affairs Study Visit returned to Hong Kong from Beijing today (July 25). They met the press in the afternoon to recap the study tour.
Legislative Council Member Ng Chau-pei said the study trip to Beijing yielded fruitful outcomes. "The one-week programme enabled us to understand national conditions and the governance policies of the country." He remarked that as Legislative Council Members, they should fully apply knowledge acquired to keep serving Hong Kong. Citing the Beijing 12345 Citizen Hotline as an example, Ng said it embodies the country's governance philosophy of "putting the people first". "It is the government reaching out to all citizens, instead of citizens having to run around different government departments. This offers inspiration for Hong Kong." He proposed putting the reform of Hong Kong's 1823 Hotline on the agenda.
Legislative Council Member Chan Chun-ying noted that Hong Kong is formulating its first five-year plan. He put forward three suggestions in this regard. First, the five-year plan should focus on Hong Kong's competitive industries and projects, and rolled-out measures should deliver tangible benefits felt by members of the public. Second, the plan should strengthen alignment with the national 15th Five-Year Plan, coupled with robust follow-up supervision and progress monitoring. Third, greater public outreach should be conducted to help citizens clearly grasp the contents of the plan. Chan also expressed the hope that more industrial and commercial sectors will participate in Hong Kong's development, encouraging the emergence of more unicorn enterprises to foster new growth in Hong Kong's innovation and technology sector.
Legislative Council Member Chan Kapui said participants received guidance from high-calibre, think-tank-level instructors during the visit, who repeatedly emphasised the "people-centred" philosophy which offers valuable insights for Hong Kong. Faced with challenges including an ageing population and low birth rate, Hong Kong needs a more comprehensive population policy with forward planning. She added that during a field visit to Nanmofang Township in Chaoyang District, Beijing, delegation members gained in-depth understanding of the urbanisation of rural areas, which was highly enlightening.
