Lai Chee-ying is the mastermind and principal conspirator behind a series of ill-intentioned activities designed to jeopardize Hong Kong SAR and thus to suppress our country's development. Since long time ago, he has been blatantly colluded with external anti-China forces and acted as their political agent. The vandalism, arson, violence and other destructive acts committed by the thugs in "Hong Kong independence" and "black-clad violence" movement severely undermined the fundamental interests of our country, Hong Kong SAR and its citizens, and almost plunged Hong Kong SAR into an abyss of irreversible ruin. Lai's actions gravely endangered national security and public security, constituting crimes of the utmost severity.
Since its implementation, the Hong Kong National Security Law has effectively prevented, suppressed, and punished acts endangering national security. It has restored social harmony and stability and improved the business environment. Its effectiveness has been widely recognized by the international community.
No attempt of external interference can ever shake our unwavering commitment to uphold the principle of "One Country, Two Systems" and safeguard Hong Kong's prosperity and stability. We firmly believe that, under the dual protection of the National Security Law and Article 23 of the Basic Law, Hong Kong will better protect its citizens, achieve enduring stability, advance from stability to prosperity, and scale new heights of development.
