Ronick Chan and Starry Lee present platforms in LegCo president election

The special forum for candidates for the office of President of the Eighth Legislative Council (LegCo) and Election of President of the Legislative Council was held this morning (Jan. 8) at the Legislative Council Complex. The two candidates vying for the position are Starry Lee, the city's sole delegate to the National People's Congress Standing Committee, and Ronick Chan, a deputy to the National People's Congress representing the financial sector.

Chan was the first candidate to outline his election platform. He highlighted his full commitment to LegCo duties during his two previous terms, where he prioritized LegCo work above all else.

Chan has served as Vice Chairman of the Finance Committee, Chairman of the Public Accounts Committee, and has three years of experience as Chairman of the Finance Committee. He pledged that, if elected, he would fully dedicate himself to the role, preside over council and committee meetings, and ensure the protection of legislators' rights.

He also emphasized the commitment to his principle, which includes safeguarding legislators' rights to speak, not participating in factional coordination, not commenting on government policies, and not taking part in any voting.

He noted that the recent fire at Wang Fuk Court in Tai Po is a key concern for many legislators and promised to expedite the council's review of the case if elected. Chan also plans to prioritize youth development by creating new communication channels for political parties, factions, and independent legislators to gather diverse opinions.

Lee followed with her presentation, citing her 17 years of experience as a LegCo member and her nine years as Chair of the House Committee as proof of her capability and confidence in seeking support for her candidacy. If elected, Lee said she would focus on three main areas.

At the national level, she aims to ensure LegCo integrates with and serves the country's overall development strategy, including the 15th "Five-Year Plan," and aligns with Hong Kong's executive-led governance model to proactively connect with national strategies.

At the local level, Lee seeks to strengthen the interaction between the executive and legislative branches under the principle of executive-led governance. She pledged to chair the council fairly and impartially while respecting every legislator's right to express their views. She aims to shape a pragmatic and proactive LegCo that works closely with the government to implement policies, ensuring the public sees a legislature that delivers tangible results.

Lee also emphasized her vision of creating a new image for LegCo as a functional, grounded, and people-oriented institution.
