The Civil Service Bureau has taken the lead in forming a dedicated task force to comprehensively coordinate election promotion and mobilization efforts across the civil service team, ensuring the smooth conduct of the upcoming Legislative Council election on Dec. 7.

In an exclusive interview with Hong Kong Wen Wei Po on Monday (Nov. 5) during a campaign event at Aberdeen Tin Wan, Secretary for the Civil Service Bureau, Ms. Ingrid Yeung Ho Poi-yan, alongside representatives from the Elite Association, announced that the task force has officially commenced operations. She emphasized that all civil service heads are required to establish leadership task forces within their respective policy bureaus and departments. These task forces will assist colleagues who are on duty by adjusting their voting schedules, providing transportation fee reimbursement arrangements, and implementing promotional activities in response to the Chief Executive's call for civil servants to "lead by example and vote proactively."

Chief Executive John Lee had earlier issued a letter to all civil servants outlining four key points: voting is a civic responsibility, and civil servants should set an example; voting concretely demonstrates their pledge to uphold the Basic Law and allegiance to the Hong Kong Special Administrative Region; voting is a practical action reflecting the principles of the "Civil Service Code"; and electing the most suitable legislators is of direct relevance to every civil servant.

Ms. Yeung revealed that her bureau has taken the lead in establishing a task force, which she personally supervises to plan and coordinate election promotion and mobilization within the civil service. The Civil Service Bureau's task force launched a new round of promotional efforts yesterday, with Ms. Yeung and Permanent Secretary for the Civil Service Bureau, Mr. Leung Cheuk-man, along with other task force members, officiating at the lighting ceremony of a large "Civil Servants Vote Together" photo spot at the Central Government Complex.

The establishment of the task force aims to systematically implement two core responsibilities: promotional guidance—internally encouraging civil servants to vote actively and conducting election publicity through various departments to their respective sectors and the public—and election support—coordinating manpower arrangements for polling day, including mobilizing civil servants to participate in polling station duties, assisting duty-bound colleagues in adjusting their voting schedules, providing transportation reimbursement, and ensuring smooth traffic and normal urban operations on election day.

Regarding the composition of the task forces, Ms. Yeung emphasized that they will cover all government departments, with their scale determined by actual needs. Larger departments may establish multiple groups without strict limits on membership. She expects the highest leadership of each department to participate directly, with the team structure planned by the departments themselves to maximize effectiveness. "The task force has been operational for several days, and departments have responded swiftly. The goal is to make election preparations more systematic," she stated.

She added that the task force system enhances the efficiency of resource allocation, ensuring close coordination between personnel arrangements and promotional work during the election period. Ms. Yeung also called on civil servants and the public to exercise their voting rights actively, stressing that Legislative Council affairs are closely linked to social well-being. "Every vote can help elect capable legislators and build a high-quality, efficient legislature," she said.
