HK rises to 4th place globally in digital competitiveness

Hong Kong has climbed to 4th place globally in the latest World Digital Competitiveness Ranking 2025 (WDCR) released by the International Institute for Management Development. This marks a steady ascent, with HK moving up three spots for the second consecutive year.

Among the three key factors assessed in the WDCR, HK continues to excel in "Technology" and "Knowledge," maintaining its global positions of 3rd and 5th, respectively.

In the "Future Readiness" category, the city saw a significant rise, advancing five places to rank 10th. On a sub-factor level, the city achieved a world-leading position in both "Technological Framework" and "Adaptive Attitudes" while ranking within the top five globally in "Talent" and "Training & Education."

A government spokesperson emphasized today (Nov. 4) that the rankings reaffirm HK's position as one of the most digitally competitive economies in the world. Supported by the nation's vision to develop HK into an international innovation and technology hub, the government is committed to advancing its innovation and technology (I&T) strategy. The city is anchored by three major I&T parks and five key research institutions, all aimed at fostering new productive capacities.

The spokesperson also stressed that HK's dual advantages as a hub for both national and international opportunities, combined with its vibrant startup ecosystem, free and fair business environment, low and simple tax regime, and robust policy support, continue to attract enterprises, talent, and technologies from around the world. These strengths lay a solid foundation for further collaboration and development in I&T.

Looking ahead, the spokesperson noted that the government will continue to strengthen collaboration among government, industries, academia, research institutions, and investors. These efforts aim to solidify HK's global competitiveness and help nurture new productive capacities for future growth.
