The fourth plenary session of the 20th Communist Party of China (CPC) Central Committee will be held in Beijing from Oct. 20 to 23, according to a decision made at a CPC Central Committee Political Bureau meeting on Monday (Sept. 29).

The meeting discussed major issues related to the formulation of the 15th Five-Year Plan (2026-2030) for national economic and social development.

As the 15th Five-Year Plan is about to commence, the Hong Kong Special Administrative Region (SAR) demonstrates a high degree of alignment with the national development strategy in several key areas, showcasing the unique advantages of Hong Kong under "One Country, Two Systems."

Steady Progress in Building an International Innovation and Technology Hub

Hong Kong is accelerating the construction of an international innovation and technology hub, an important strategic layout within the national innovation system. Key achievements include:

Continuous Optimization of the Innovation Ecosystem: Cyberport has gathered over 2,200 startups and technology companies, injecting new momentum into Hong Kong's innovation and technology ecosystem and forming a complete technology industry chain.

Steady Improvement in International Competitiveness: According to the latest Global Financial Centres Index (GFCI) published by the Z/Yen Group in the UK and the China (Shenzhen) Comprehensive Development Institute, Hong Kong ranks third globally and first in the Asia-Pacific region. In the 2024 World Digital Competitiveness Ranking released by the International Institute for Management Development, Hong Kong's ranking has risen to seventh in the world.

Breakthroughs in Cutting-Edge Technology: Hong Kong research teams have made significant progress in artificial intelligence (AI). For example, HKGAI successfully developed Hong Kong's first large language foundation model. This model has been effectively integrated with the DeepSeek model framework, resulting in the release of the HKGAI V1 large language foundation model version, showcasing Hong Kong's innovative capabilities in the AI field.

New Patterns in Regional Collaborative Development

Hong Kong has made substantial progress in integrating into the national development landscape:

In-depth Advancement of the Northern Metropolis Development: This major development strategy further strengthens cooperation between Hong Kong and Shenzhen, providing an important platform for Hong Kong's integration into the national development framework.

Prominent Higher Education Advantages: As the only city in Asia with five universities ranked among the top 100 globally, and including the four most internationalized universities worldwide, Hong Kong provides strong talent support for regional development.

Efficient Flow of Innovative Elements: Hong Kong and mainland cities have achieved complementary advantages in technological innovation and talent cultivation, promoting the deep integration of the innovation chain, industry chain, and talent chain within the Guangdong-Hong Kong-Macao Greater Bay Area.

These achievements fully demonstrate that Hong Kong is leveraging its unique advantages under "One Country, Two Systems" to serve the national development agenda while achieving higher quality development for itself.
