Hong Kong is advancing the development of the Northern Metropolis with unprecedented intensity. In the latest Policy Address, Chief Executive John Lee introduced a series of groundbreaking policies—from streamlining administrative procedures and encouraging enterprises to adopt innovative construction technologies to planning dedicated legislation—all aimed at significantly enhancing efficiency, reducing costs, and creating the most favorable environment for global investors. This initiative not only enjoys the support of the Central Government but is also regarded as a vital national strategy to promote high-level opening-up in the Greater Bay Area.

At the same time, authorities will establish an international university town within the area, actively attracting world-renowned institutions to set up campuses in Hong Kong. The government aims to strengthen Hong Kong's position as a global education hub through policy incentives to provide more student accommodation. Regarding cross-boundary transportation, several new railway lines connecting to key areas in Shenzhen are being actively advanced to achieve "seamless integration" between Hong Kong and Shenzhen.
