Super Typhoon Ragasa brought fierce winds and heavy rain to Hong Kong as the Observatory issued the Hurricane Signal No. 10 at 2:40 a.m. today (Sept. 24). Later in the day, at 1:20 p.m., the Southeast Gale or Storm Signal No. 8 replaced the No. 10 signal.
During the No. 10 signal, a bald man wearing clothing was spotted swimming at Golden Beach in Tuen Mun. The unusual and dangerous behavior prompted concerned passersby to call the police.
At 12:03 p.m., police received the report and dispatched officers to the scene. Upon arrival, officers urged the man to stop swimming and leave the beach for his safety.
