The Hong Kong Special Administrative Region government announced last May that the implementation of the waste charging scheme would be deferred, and there has been no timetable for its reintroduction. Today (Sept. 23), the Environment and Ecology Bureau submitted a document to the Legislative Council, stating that the current government will maintain the deferral of the waste charging scheme.
The document notes that in the context of a complex global trade war and geopolitical situation, Hong Kong, as an international financial and trade center, is facing multiple challenges, including a difficult economic environment and pressures from economic transformation. These factors contribute to society's lack of support for promoting the waste charging scheme at this stage.
Furthermore, the document emphasizes the need to avoid imposing additional burdens on citizens and businesses, particularly small and medium-sized enterprises and low-income residents. The government should also adapt its strategies for promoting waste reduction and recycling. Considering the noticeable results from various waste reduction and recycling initiatives implemented by the current government, it will continue to defer the waste charging scheme while promoting waste reduction and recycling through enhanced publicity, improved recycling networks, and support for the green economy transition.
