As Super Typhoon Ragasa approaches Hong Kong, the HK Observatory has issued the Strong Wind Signal No. 3. It announced that the signal will be upgraded to the Gale or Storm Signal No. 8 at 2:20 p.m. today (Sept. 23). In Heng Fa Chuen, a coastal residential area prone to typhoon damage, waves as high as two to three meters are already surging ashore. Flood prevention measures, including sandbags and waterproof barriers, have been put in place near the seafront residential estates.
A video circulating online shows scenes on Shing Tai Road, where rainwater drainage covers were overwhelmed by seawater backflow. Under intense water pressure, massive jets of water erupted through the drains, resembling fountains. The spectacle has drawn crowds of onlookers, many stopping to capture photos and videos of the phenomenon.
