
Hong Kong Chief Executive John Lee is set to deliver his fourth Policy Address on Wednesday, Sept. 17. Among the key topics is the future of the "Enhanced Supplementary Labour Scheme," which has been in effect since September 2023.
The scheme temporarily suspended restrictions on importing labour for 26 job categories, including non-skilled and low-skilled positions, for two years. With the scheme nearing the end of its term, its continuation has become a focal point of public attention.
According to sources, the government plans to further refine the scheme to prevent abuse while ensuring that local workers' employment opportunities remain prioritized. However, the scheme itself will not be terminated.
Additionally, the current "2:1" ratio of local employees to imported workers may be revised as part of the adjustments.
