The Hong Kong Observatory issued a black rainstorm warning signal at 7:50 am today (Aug. 14), marking the fifth such warning issued this year. According to reports, the dog shelter operated by the rescue organization STRAY PAWS ALLIANCE in Tuen Mun has experienced severe flooding, with water rising to the bodies of several dogs. Approximately 160 dogs in the shelter are currently safe, but the water level is higher than during the last black rainstorm, reaching knee height, and the entire area has turned into a swamp.
The Observatory stated that tropical cyclone Podul continues to move away from Hong Kong and is weakening. The Observatory canceled all tropical cyclone warning signals at 12:20 pm. However, due to the outer rainbands of Podul, Hong Kong will still experience strong winds, heavy rain, and thunderstorms today, with the initial rainfall expected to be quite significant.
