
Recently, some individuals from the Mainland have shared on Xiaohongshu that they can come to Hong Kong under the pretext of pursuing a master's degree, then give birth, allowing their newborns to obtain residency rights. They also claim that giving birth in public hospitals is "basically free." This has raised concerns that Hong Kong's ongoing efforts to attract talent could create loopholes that contradict the government's objectives.
After attending a Legislative Council exchange meeting today (July 30), Chan Kwok-ki stated that the purpose of any talent admission program is to attract skilled individuals to Hong Kong, and applicants must specify their intended purpose for coming to Hong Kong. He emphasized that if applicants do not adhere to the purpose stated in their applications, it could constitute a false declaration. However, Chan believes that cases of false declarations among talent are rare, asserting that "those (talents coming to Hong Kong) are genuinely working hard and settling down here."
