The Hong Kong government has invited tenders for a 4,810-square-meter commercial site above MTR Kai Tak Station, offering a seven-year lease with quarterly renewal options starting mid-2026. This marks the final undeveloped plot in the station square area, designated for retail, dining, entertainment, and public recreation uses.
Development parameters require operators to host free public events annually while adhering to strict construction limits - a 0.5 plot ratio capping total floor area at 2,400 square meters and building height at 15 meters (approximately two stories). The Development Bureau's "Start-up Kowloon East" office cited successful waterfront activation projects as inspiration, aiming to leverage private sector creativity for rapid implementation.
This tender represents Hong Kong's continued experimentation with flexible land use strategies for transitional urban zones, balancing commercial development with community space needs in the evolving Kai Tak district. The short-term lease model allows for interim utilization of the site while maintaining future redevelopment options for the government.
