The government will publish a notice tomorrow (July 18) requiring all taxis to install video recording systems and accept at least two forms of electronic payment. This will be submitted to the Legislative Council next Wednesday (July 23) for a "prior establishment, then review" procedure.

The honorary president of the Taxi Dealers & Owners Association Limited stated today (July 17) on a radio program that most taxis already have video recording systems installed, but coverage is not comprehensive. He believes that implementing these requirements is a positive step, as recorded footage can serve as evidence in disputes between passengers and drivers. Notices in both Chinese and English will be posted in the vehicle indicating that recording is in progress, and the footage must be handled according to guidelines from the Privacy Commissioner.

He also noted that most new cars are already equipped with the relevant electronic payment tools.
