Macao cash payouts begin today: New requirement of 183 days' residency established

Macao has begun distributing its annual cash handout to residents today (July 15), introducing a new requirement that recipients must have spent at least 183 days in the city during 2024 to qualify. Under the wealth-sharing scheme, permanent residents will receive 10,000 patacas (US$1,250) while non-permanent residents get 6,000 patacas. The government is using multiple distribution methods, with most eligible residents receiving direct bank transfers within three days. Senior citizens already registered for elderly benefits and retired civil servants will have payments automatically deposited.

For residents without registered bank accounts, payments will be included in August salaries or mailed as checks starting July 22, processed by birth year, with older recipients receiving theirs first. The program makes special provisions for eight categories of residents who may not meet the 183-day requirement, including elderly living in Greater Bay Area cities, overseas students, and workers posted abroad. These individuals can apply for payments through the Social Security Fund until the end of 2028.

The new residency rule marks a significant change from previous years and appears designed to ensure the financial benefits primarily support Macao's core population. Last year's program distributed approximately 7.2 billion patacas (US$900 million) to about 740,000 residents. Officials have not disclosed how many residents might be excluded under the new requirements, but the extended appeal process suggests the government anticipates some legitimate cases where residents were temporarily away from Macau for specific reasons. The cash handout program remains a key part of Macao's social welfare system, particularly important as the city continues its economic recovery following the pandemic.
