The 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum is now being held at the Grand Hall of the Hong Kong Convention and Exhibition Centre. In his speech, Cui Jianchun, Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, emphasized that the National Security Law has maintained a dynamic balance between security and development.
Cui noted that the five years since the enactment of the National Security Law have witnessed Hong Kong's transition from chaos to order and now toward prosperity. These years also marked the deepening of national security awareness among Hong Kong citizens and the international community's vote of confidence in Hong Kong, as evidenced by the continuous inflow of global investment.
Cui stated that the successful implementation over these five years has proven that the National Security Law has been integrated into Hong Kong's legal system, erected a solid barrier for national security, and safeguarded the rights and freedoms of Hong Kong residents. The law has demonstrated its role in preserving open security, with high-level security and high-quality development forming a positive interaction. The establishment of the International Organization for Mediation headquarters in Hong Kong serves as a prime example.
Cui further emphasized that as Hong Kong's internal and external environments undergo profound changes, the city must remain vigilant in upholding national security throughout the entire practice of "one country, two systems." It is crucial to maintain the hard-earned stability and achieve higher-quality development and greater openness under the protection of enhanced security.
