The 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum is now being held at the Grand Hall of the Hong Kong Convention and Exhibition Centre. Zhou Ji, Director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR), stated in his speech that the enactment and implementation of the Hong Kong National Security Law represents "an important milestone for the cause of 'one country, two systems'."
"Over the past five years, acts endangering national security have been effectively combated in accordance with the law, while the rights and freedoms cherished by citizens have been strongly protected by law; a secure and stable business environment has also been effectively safeguarded," Zhou said. "Today's Hong Kong is tranquil, harmonious, and full of vitality - a city that inspires admiration worldwide."
Zhou pointed out that the practice of "one country, two systems" has now entered a new stage, and Hong Kong's safeguarding of national sovereignty and security stands at a new historical starting point.
"We must thoroughly implement the holistic view of national security, scientifically apply these valuable experiences, use the rule of law to consolidate security, use security to protect development, and use development to benefit people's livelihoods and promote prosperity, thereby making new contributions to ensuring the steady and long-term success of 'one country, two systems'," he emphasized.
Zhou shared three key insights:
First, persist in using high-quality rule of law to safeguard high-level security;
Second, persist in using high-level security to escort high-quality development;
Third, use high-quality development to promote lasting prosperity and stability.
