
The 5th Anniversary of Promulgation & Implementation of Hong Kong National Security Law Forum is now being held at the Grand Hall of the Hong Kong Convention and Exhibition Centre. The Director of the Central Government's Hong Kong and Macao Affairs Office, Xia Baolong, and the Chief Executive of the HKSAR and Chairperson of the Committee for Safeguarding National Security, John Lee, delivered keynote speeches.
In his keynote address, Xia stated that on June 30, 2020, President Xi Jinping signed Order No. 49 to announce the implementation of the Hong Kong Special Administrative Region National Security Law. Since then, the era of Hong Kong being unprotected in terms of national security has ended, marking the beginning of a new journey for the practice of "one country, two systems." Today's forum, organized by the SAR Government to commemorate the five-year implementation of the National Security Law, is highly significant for safeguarding national security, maintaining Hong Kong's long-term prosperity and stability, and advancing the steady implementation of "one country, two systems."

Lee noted that June 30 of this year marks the significant five-year anniversary of the National Security Law's implementation. He expressed gratitude to Xia for attending the forum and delivering a keynote speech.
"Director Xia reviewed the formulation of the National Security Law and its positive impact over the past five years on restoring stability in Hong Kong and achieving a steady practice of 'one country, two systems... He provided direction for Hong Kong's future security and development, emphasizing the need to comprehensively implement constitutional responsibilities for safeguarding national security while seizing new development opportunities and actively leveraging advantages in internal and external connections to achieve new progress."
Lee also mentioned that the 2019 Hong Kong version of the "color revolution" has caused great trauma to Hong Kong, which is a painful memory that every Hong Kong-loving citizen can hardly forget.
"I am grateful to the Central Authorities for their decisive action at this critical juncture of Hong Kong's life by announcing the implementation of national security law, which has had an immediate effect on curbing violence and curbing chaos, and the SAR Government's all-out efforts to enforce the law against acts and activities endangering national security, which has restored order to the society, allowing the public to go to work without fear and the students to attend their classes normally, as well as the steady development of the economy, which has led to a steady development of Hong Kong, moving from chaos to rule to rule and to prosperity."
