The Hong Kong Immigration Department (ImmD) has advised that the HKSAR government has received notifications from the Consulate General of Qatar in Hong Kong, the Consulate General of the United Arab Emirates in Hong Kong and the Honorary Consulate of the Sultanate of Oman in Hong Kong on the latest arrangements for granting visa-free access to HKSAR passport holders.
HKSAR passport holders can visit Qatar and the UAE visa-free (previously visa-on-arrival) for a maximum stay of 30 days. In addition, the maximum visa-free entry period for HKSAR passport holders traveling to Oman has been extended from 10 days to 14 days. The other two measures will take effect on May 15, 2025, following the Qatar measures announced earlier.
A spokesman for the ImmD said, "Qatar, the United Arab Emirates and Oman are countries along the 'Belt and Road' route and members of the Cooperation Council for the Arab States of the Gulf (GCC). Under the 'Belt and Road' initiative, these visa-free and extended visa-free stay arrangements will bring greater convenience to HKSAR passport holders and will help strengthen tourism, cultural and economic ties between Hong Kong and the relevant GCC member states".
At present, a total of 174 countries and territories have granted visa-free access or visa-on-arrival to HKSAR passport holders, including all six GCC member states. Among them, Qatar, the United Arab Emirates and Oman offer visa-free access, while Bahrain, Kuwait and Saudi Arabia provide visa-on-arrival facilities.
