Xia Baolong, Director of Hong Kong and Macao Work Office of CPC Central Committee and Hong Kong and Macao Affairs Office of State Council, arrived in Macao for a six-day inspection tour.

Upon arrival in the afternoon, Xia Baolong visited the Government Headquarters for meetings with Macao Chief Executive Sam Hou-fai and heads of the SAR's executive, legislative, and judicial branches.
May 9
Xia began the day with a breakfast meeting at San Chok Un Guesthouse alongside former Macao Chief Executives Edmund Ho, Fernando Chui, and Ho Iat-seng, followed by a working session with Chief Executive Sam Hou-fai. In the afternoon, he held discussions with representatives of pro-patriotic and pro-Macau associations at the SAR Government Headquarters, focusing on enhancing their role in advancing economic diversification, the Hengqin Guangdong-Macao In-Depth Cooperation Zone, and fostering a new chapter for Macao's "one country, two systems" framework.
May 10
Xia met with patriotic figures from the old generation over breakfast before touring A-Má Temple and the Maritime Museum. He later conducted an inspection of Macao's waters by boat. In the afternoon, he visited multiple sites, including the New Urban Zone C, Macao Giant Panda Pavilion, the Wai Long Road plot, and former sites of the Ocean World and horse racing track, to review land-use plans for industrial diversification.
May 11
The morning included a meeting with Macao-based deputies to the National People's Congress (NPC) and members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC). Xia then held talks with Legislative Assembly President Kou Hoi-in and all lawmakers at the Legislative Assembly Building. In the afternoon, he inspected the Qingmao Port and the Lin Zexu Memorial Museum of Macau, emphasizing streamlined customs procedures and patriotic education.
May 12
Xia engaged with Macao's business community at the Pavilion of China-Portuguese-speaking Countries Commercial and Trade Service Platform, discussing strategies to bolster the SAR's development and national rejuvenation. Later, he toured the Hengqin International Financial Center, enterprises in the Traditional Chinese Medicine Science and Technology Industrial Park of Co-operation between Guangdong and Macao, and residential facilities in the Hengqin cooperation zone. The day concluded with a visit to the Macao University of Tourism, where he interacted with students and faculty.
May 13
On his final day, Xia received work reports at the Liaison Office of the Central People's Government in Macao before departing for the mainland in the afternoon.
