Strong social response to Xia Baolong's speech: HK voices unite on National Security

The speech emphasized the critical importance of national security as the foundation of long-term stability, prosperity, and the successful implementation of "One Country, Two Systems."

Xia urged every segment of society to form a "powerful collective force" in safeguarding national security. He noted that national security is not a one-time task but an enduring responsibility shared by all citizens. His remarks resonated deeply with political leaders, professionals, academics, and grassroots organizations.

A wide range of public figures and organizations expressed strong support for Xia's remarks. Commentators highlighted that his speech reinforced the strategic importance of national security and provided clear direction for Hong Kong's development under the new governance paradigm.

Professor Lau Siu-kai, vice-president of the Chinese Association of Hong Kong and Macao Studies, stated that Xia's speech has "significant guiding value,", especially in reminding the public that safeguarding national security is essential for Hong Kong's autonomy within the framework of "One Country, Two Systems."

Regina Ip Lau Suk-yee, Legislative Council Member and Chairperson of the New People's Party, noted that Xia's speech conveyed many important messages — especially to business leaders, reminding them to prioritize national interests. She emphasized that patriotism has long been a tradition in Hong Kong, and if entrepreneurs focus solely on profit while neglecting national interests, "the outcome will not be favorable." She interpreted Xia's remarks as a stern warning.

The Liberal Party stressed that national security is the cornerstone of social stability and economic development. It pledged to support the HKSAR government in governing according to law, uniting all sectors to ensure the steady and long-term implementation of "One Country, Two Systems." The party also criticized Western interference and urged Hongkongers — especially overseas residents — to tell the true story of China and Hong Kong.

Starry Lee, member of the member of the Standing Committee of the National People's Congress, highlighted Xia's assertion that safeguarding national sovereignty, security, and development interests is the highest principle of "One Country, Two Systems." She called on all sectors to enhance national security awareness and take part in building a strong defensive network. She also outlined the responsibilities of government, education, business, and the general public in this effort.

LegCo member and Executive Council member Ng Chau-pei emphasized that Xia's speech was inspiring and timely, urging Hong Kong to safeguard high-quality development through high-level security. He recalled the painful lessons of the 2019 unrest, stressing that national security is essential to Hong Kong's future. He condemned Western interference and trade wars, affirming the resolve to defend sovereignty.

Chan Hak-kan, Legislative Council Member and Chairman of the Democratic Alliance for the Betterment and Progress of Hong Kong, echoed this, stating that only a robust national security framework can protect Hong Kong's unique international advantages. He believes that Hong Kong must firmly integrate into national development and offer a secure, internationalized environment for global businesses and talent.

LegCo member Sunny Tan said every Hong Kong resident must remember their duty to safeguard national security. Representing the textile and garment industry, he vowed to uphold "One Country, Two Systems" and contribute to Hong Kong's stability and national development.

NPC deputy Kenneth Fok praised Xia's speech as powerful and inspiring. He emphasized that the success of the nation today was hard-won by past generations and that it was now the responsibility of younger generations to carry the patriotic spirit forward. He vowed to engage more youth in national security efforts, enhancing their national identity and civic responsibility.

Fok also noted that national security now extends beyond sovereignty to include economic, social, ecological, and cyber domains. In this important year — the fifth anniversary of the Hong Kong National Security Law and the first anniversary of the Safeguarding National Security Ordinance — he called on every citizen to consider their role in contributing to national development.

The Chinese Manufacturers' Association of Hong Kong (CMA) stated that China's strong support and sound national security framework are the foundation of Hong Kong's stability and long-term prosperity. CMA President Dr Wingco Lo said Xia's message was a reminder that "security and development are two wheels driving progress." He noted that since the two national security laws were enacted, Hong Kong has returned to order, providing a more stable environment for business and investment.

Jeffrey Fok, Guangdong CPPCC Standing Committee member and President of the Federation of HK Guangdong Community Organizations emphasized that national security is the key to Hong Kong's transformation from chaos to governance and ongoing development. Recalling the patriotic contributions of his grandfather, Henry Fok, he pledged to uphold the family legacy and support national prosperity.

Fok pointed out that in today's complex global environment, the continuity of patriotic values is fundamental to Hong Kong's long-term peace. He pledged to promote youth engagement through various platforms, reinforcing national identity and unity across society.

Dr. Willy Fu, Director of the National Hong Kong and Macao Research Association and a professor at Beijing Jiaotong University, stated that Xia's speech reflects the central government's care and firm support for Hong Kong. He believes the speech provides both direction and encouragement for Hong Kong to fully and accurately implement "One Country, Two Systems."

Albert Chuang Ka Pun, Executive Chairman of the Committee on Youth Activities in Hong Kong and Vice President of the CMA, also emphasized the deep connection between national security and Hong Kong's prosperity. As a representative of the youth and business communities, he called on the next generation to inherit the patriotic spirit and actively contribute to Hong Kong and the nation.

Chuang cited historical examples of Hong Kong patriots — from raising the first national flag to investing in mainland development — to highlight the legacy of national loyalty. He encouraged the business sector to build platforms for youth to experience national development firsthand, particularly through participation in the Greater Bay Area.

He warned that Hong Kong faces external threats and must remain united. The business sector, he said, must lead by example in safeguarding national interests and promoting high-quality development.
