The Transport and Logistics Bureau has submitted a document to the Legislative Council indicating that the special task force for the Hong Kong-Shenzhen Western Railway has approved the next phase of the study. The Hong Kong SAR government and Shenzhen municipal government aim to open their respective sections of the railway simultaneously by 2035.
The railway will start from the west of Hung Shui Kiu Station on the Tuen Ma Line, passing through Ha Tsuen and Lau Fau Shan, and connecting to Qianhai via the Shenzhen Bay Port. The entire line will be underground, featuring five stations-three in Hong Kong and two in Shenzhen-with the depot located in Ha Tsuen. Travel time from Hung Shui Kiu to Qianhai is expected to be about 15 minutes.
Both governments have agreed on a synchronous construction and unified operation model, handling design and construction simultaneously and later using a single operator for the entire system.
The bureau has initiated a tender process for survey and design work, estimating project costs at over HK$330 million. After receiving Legislative Council funding approval, contracts will be awarded, and design work will begin. The plan includes inviting contractors and operators to submit expressions of interest later this year.
The bureau aims to complete related surveys within 25 months and plans to assess land values for property development. The project is expected to be ready for tendering in 2027 to expedite detailed design and construction work.
